I don't think that you can say there is one 'best' service.
The BBC overall (with the exception of News 24) offer a credible service that is good value for money. Today, Newsnight, On the Record, all excellent programmes. But they are all too static. The Newsnight formula has bearly changed in the past years and Today has followed a similar formula since the early 90s.
Channel 4's Powerhouse is an excellent programme and it's uniqueness sets it apart from other political shows. Channel 4 News is easily the best news programme on TV and has journalism that can't be found in most other places.
In terms of 24 hour news then Sky News is the more dedicated of the two main British networks. News 24 is just latched on to BBC News and it's way down the priority ladder. BBC World > World Service > BBC National > BBC Radio 4 > BBC Five Live > BBC News 24 - that's usually the priority ladder. Although I'm inclinded to believe 5L has overtaken 4 now. With reporters going to Five Live Breakfast often before the Today programme.
It's absurd to rely soley on one source to get all of your information. If a story is developing then I'll watch Sky, but if I want a bit of considered analysis of this story at the end of the day, I'll watch Newsnight or Despatch Box.
