Wonder if this was in response to the pandemic, animation can be done from home whereas CBBC’s impressive slate of dramas can’t be filmed remotely.
Maybe they've stuck it on in October because you know, it is the month of Halloween. But the reason you stated is likely true, considering animated shows take much more time to produce than live action.
How long it normally takes to make is irrelevant. The live action shows had to halt production due to the pandemic. Cartoons didn't. So Scream Street was ready, and any live action shows they were planning aren't.

I realise that, but it’s a rare occurrence that any shows return after this long. Scream Street was also taken off air last April, and has only aired for 3-4 weeks at a time. I’m pretty sure the current repeats are the first time the show has been on in 2020.
Children’s tv wise, I can think of two - Brum, which had three years between both series of the original run, and Dennis and Gnasher.

Picked up by the Daily Mail as being a CBeebies show in the initial Breaking News, though they have now corrected this.
19 is no age at all though, though its good fortune in his being able to play a 14 year old long into teens, a lot of child actors don't get that luxury once puberty bites. Think this death might be relatively high profile as he's the son of Nicholas Lyndhurst of OFAH fame so...
Does CBBC tend to do memorial slides after programmes these days? I understand there's a new series of So Awkward on air at the moment.
I know that when Mya-Lecia Naylor passed away there was a slide after the end of an episode of Millie Inbetween but nothing after that. There was no mention during continuity though as it was pre-recorded that day (bank holiday?).
There's an episode of So Awkward on today so they may mention it then.
A slide is probably sufficient and exactly what would happen with adult drama too, although following it up with a pointer to support may be wise given the audience.
